How it works

Each %XX sequence is read as a byte, and the bytes are decoded as UTF-8 text (JavaScript's decodeURIComponent). If some sequences are invalid, the valid parts are still decoded and the broken parts are left unchanged.

Why does + turn into a space?

HTML forms encode spaces as +. If your text contains a real plus sign that should stay, untick "Treat + as a space".
